Effluent Labs provides managed Discharge Monitoring Report (DMR) preparation and NetDMR submission services for facilities holding NPDES permits. Specific service terms — including scope, fees, turnaround times, and responsibilities — are set out in a separate service agreement signed between Effluent Labs and each client.
Regulatory responsibility remains with the permit holder. Effluent Labs prepares and submits DMRs as an authorized agent acting on behalf of the permit holder. The permit holder retains ultimate legal responsibility for the accuracy and timeliness of all regulatory submissions. We require client review and approval before any DMR is submitted to NetDMR.
